VOCs vs Toxicity:

Volatile Organic Compounds are counted and regulated because they generate SMOG. While some VOCs are considered hazardous, there are many VOCs that are not toxic to people at all. Likewise, there are toxins in paint that, because they are not technically VOCs (do not create SMOG,) do not get counted. Basically, a paint can be VOC-Free, but still contain toxic chemicals.
